Institutions like HDFC give home loans. Even then they don't escape the skyrocketing demands of the builder, the working class cannot afford this. For the low-income groups the government has running schemes like MHADA and BHADA

ST: Add to it the bureaucracy, corruption, keeping in mind the exhaustion, the expenses and delay that low-income groups have to go through to rescue their files from the red-tapism even the route of MHADA and BHADA this seems like a distant dream.

ST: Anyone who has a dream of having a beautiful home has to build it from scratch with their hard work. It is built on love but someone has to recognise it.

ST: If there's anyone who has really understood importance of the basic needs of common people in Bombay it's the water lady from Goregaon, Mrunal Tai Gore. Mumbaikars affectionately know the socialist leader as Paaniwali Bai (Water Lady)

ST: Just the way Mrunal Tai successfully resolved the water issues of Goregaon many believed she would solve the issue of housing for common people with the same as earnestly.

ST: In the years 1962-63 Mrunal Tai and Baburao Samant helped the slum dwellers of Goregaon secure the alternative site Saharkarwadi

BS: Many years ago, I think around 1966-67, we helped 180 families from a slum relocate to pucca houses. They names this colony; Sahakar Nagar. 15-20 years the kids from these families grew up and they got married.

BS: One room had many households that's when the young approached us and said, just like you helped our parents with a home please help us too.

(Transliteration) BS: Aamhala te ashakya vaatla pan tya mandali ni sarkha tagada laavlya mule aamhi jenhva vichaar karu laaglo tehnva ek diwas asa aadhala ki Nagari Nivara saathi Urban Land Selling chi zameen jar milali tar hi ghara hovu shaktat.
BS: We thought it was impossible but they persisted. When we started thinking, it dawned upon us if we get the Urban Land Selling space for Nagari Nivara then we can build these homes

(Transliteration) BS: Zameen sarkar la javal javal fukat milat hoti. Hi zameen jar dili sarkar ni tar log aapli ghara bandhu shaktat

BS: The government was getting this land almost for free. If they gave this land then people could build their homes.

ST: The then Prime Minister Mrs. Indira Gandhi passed the Urban Land Ceiling Act in the Parliament during the Emergency. As per the Act, all surplus land from urban private landowners was to be taken over by the government and given to the needy to build homes.
(Transliteration) ST: Tatkaleen Pradhan Mantri Indira Gandhi yaani aani baanit Shahari Kamaal Zameen Dharna kayda sansadet sammat karun ghetla. Shahari Kamaal Zameen Dharna mhanje shaharatil khaazgi malaka kade asleli atrikta zameen sarkar ni tabyaat gheun garju janatela ghar bandhana saathi denya cha adhikaar.

ST: But the rich who were sitting on vast areas of land went to court and brought a stay on the Act
(Transliteration) ST: Pan moth mothya jamineen var kabjaa karun baslelya paise valyaani nyaylayat jaoon kaidya var sthagithi aanli hoti

ST: In 1980, the court gave a verdict in favour of the Act. The Urban Land Ceiling Act was legal

ST: Baburao Samant had this idea, with the help of this law the government got the surplus land under its custody and gave it at a subsidised rate to the needy they could build their homes as per their financial capacity

If the government gives this land then people can build their homes they can build with —, with tin sheets or with bricks and mud but it will be a home build on their own right in Mumbai that's the faith we would get

(Transliteration) ST: Mrunal tainchya ghari dar budhwari bharnarya karyakartenchya baithaikit Baburaoni hi disha suchavli asa hovu shakta hya vicharna Sahakarwaditlya tya pavne donshe chya manat chaitanya ankurla.

ST: At the Wednesday weekly meeting at Mrunaltai's home with the volunteers, Baburao suggested this direction, the thought that this can happen filled the hearts of the 175 odd people from Sahakar Wadi with new energy

ST: Once upon a time they had to agitate to get access to water, if they had to get the land there was no alternative for the public but to come together for the movement. The power of a group of people coming together is exceptional

BS: I told these 180 people that government won't listen about homes of 180 homes of people. We will need to get together at least 18,000 people. Will you do it? Hence, we made a flier/leaflet - If you get piece of land in Mumbai then you build rightful home and no one can ask you to leave, we made this leaflet and it got an overwhelming response.
(Transliteration) BS: Ya 180 lokana saangitla ha prayatna karaila 180 lokanchi ghar Sarkar kahi badnaar nahi. Kiman 18,000 loka hyacha saathi gola karave laagtil. Tumhi karaal ka? ST: Mrunal Tai and Baburao Samant’s colleague and trustee of NNP, Shridhar Nakhrekar says:

SN: We started making groups of 20 people sometime in July 1980 we had 32 groups and we organised a conference of 640 people in November 1981. This conference was huge success and through this we found that we could resolve this issue in large way, so we told all our volunteers, contacts across Mumbai that you bring the groups together and we will approach the government.
(Transliteration) SN: Aamhi 20-20 janaanche gat karaila suruwaat keli '80 chya July madhey aamhi suruwaat keli 32 gat jamle aani 640 maansanche aamhe ek parishad ghetli in November 1981. ST: This way in 1981 under the leadership of Mrunal Gore, Baburao Samant, Kamal Desai, Krushnanath Nevrekar with the guidance of socialist ideas Nagari Nivara Parishad was established.

ST: Inspired by one dream people started coming together. They paid 5 rupees and became members.
(Transliteration) ST: Ekaach swapnana prereet hovun lok ekatra yevu laagle. Paach paach rupaiya bharun sabhasad hovu laagle.

My name is Shyamsunder Govind Patil, I work as a postman, I live in a slum with my family of 6-7 members

I'm Shivaji Sakharam Gadre, I live in Parel, we are 10 people and somehow we manage to live there. Our water taps, toilets everything is outside the house.

ST:
5500 members approached the government to ask for subsidised land rates. It wasn't possible to get the government's attention so easily. AR Antule was the Chief Minister during this time. The cost of a dream home kept rising. The Nagari Nivara Parishad leadership knew they'd have to down the route of agitation but now was the time to jump into the movement/agitation
(Transliteration) ST: 5500 sabhasad shaashana kade swastha daratlya jameeni chi maagni karaila gele. Pan shashana pudhe sahja sahji daad lagna shakya nahvta. Ya sumaras AR Antule mukhyamantri hote. Gharachya swapanchi kimat vaadhatach hoti. Aandolanachya margana jaava laagnar ya chi kalpana Nagari Nivara Parishadechya netrutvala hoteech aata pratakshya andolanaat udi ghyaychi vel yeoon thepli.

ST: This was not new for the leaders, with one call and the members joined the movement. There were mass protest marches to demand land from the government.
(Transliteration) ST: Yat netyaan na navaa kahich nahvta tyaani haak detach sabashad andolanat yevoon saamil jhaale. Sarkar kade jameeni chi maagni karnya saathi morche nighu laagle.

ST: If we could win the nation's freedom with the might of a fistful of salt then with the might of a fistful of soil why can't we build a home the leadership displayed this irrepressible optimism.
(Transliteration) ST: Muth bhar mitha cha joravar deshacha swatantriya milavta yete, tar muth bhar maatichya joravar ghar ka bandhata yevu naye asa durdamya ashawaad ya netrutvaani dila

The call: Upright Mumbai should be flattened was resounding in the premises. No matter how long it takes we will stand firm and keep fighting, our faith in the leadership is unwavering.
(Transliteration) ST: Ubhi Mumbai aadhvi kara ya ghoshne na parisar dumdumla. Kiti hi kaal laagla tari hi aamhi thaam ubhe rahu. Sangharsha kareet rahu netrutavar aamcha adhal vishwas aahe.

ST: In this way the members kept this movement going
(Transliteration) ST: Ashya bhoomiketun sabashadani he andolan chalu thevla

(Transliteration) SN: Lokani lokaan saathi chalav le le andolan ya drushti ne aani Mrunaltainchya kaamavar atishay vishvaas. Mhanje aaj sabhasadan paiki tumhi konala hi vichaaral tar Mrunal Taini haatat ghetlele kaam yashasvi honar ashi tyanchi shraddha aahe.

SN: It's a movement run by the people for the people and extreme faith in Mrunal Tai's work. If you ask any of the members they bleieve, any task that Mrunal Tai takes over is successful.

We believe Ms. Mrunal Gore has sacrificed a lot and therefore we trust her

She was striving for the poor to find subsidised housing and therefore we trust her whole heartedly and hence we supported her
(Transliteration) Man: Gareeb lokaan na swastat ghara denya saathi sangharsha karat hotya tyamule aamahla aksharsha mhanje vishwas hota aani mhanun aamhi tyancha paathi maage ubhe rahilo.

We have a 10x15 room it gets too crowded. We live in a slum but now we hope to have a nice house and it will be fulfilled

The slum we live in can be demolished anytime. What is about to happen will be a rightfully owned home
(Transliteration) Lady with a cap: Jhopadpattit aamhi rahto mhanje kadhi aamcha uthav honar hota tya thikanya varun. Aata je kahi honar aahe te aamchya swatacha maalki cha honar.

ST: Can someone give a home? Home? This was a helpless wail. Finding cheap, reasonably priced land is our right granted by the law and we have come to claim that right
(Transliteration) ST: Koni ghar deta ka? Ghar? asa agatik taaho hota ha. Swastha, vajavi darat jameen milna ha kaydyana aamhala dilela adhikar aahe, aani toh adhikar ghayala aamhi aalo aahot.

ST: We will build our own homes on our land, this movement was born out of this self-respect. In order to buy land the members started financial planning as per the advice of the leaders. Here there was no room for any financial malpractices
(Transliteration) ST: Aamchya tya jameeni var aamchi ghara aamhi bhandu ashya swabhimaanatun ubha rahile la jan andolan hota he. Jameen vikat ghenya saathi sabhasadani netanchya sallya anusaar aap aapli aarthik tartut suru keli. Ithe kontya hi aarthik ger vyavahaarla vaav nahvta.

BS: All members were urged to open bank accounts and deposit money. This money was saved in their accounts (name), so they were convinced with this movement and the people there will be no scope for a mess/blunder
(Transliteration) BS: Sarva sabhasadaana tyancha naavar varti banket khaati ughdaila lavun paise bharaila laavle paise tyanche tyancha naavar rahile aani andolanat tyana khatri jhaali ki hya mandaleen kadna kahi kuthlya hi tareche gadka honyachi shakyata nahi.

BS: There was an attempt to get the land, we may get it or we may not.
(Transliteration) BS: Ha jameen milavnyacha prayatna aahe milali tar milel nahi milali tar nahi milnaar. Hi gajaraachi pungi aahe vaajli tar vaajauya nahi tar modun khauya.

BS: You can take back the money with interest and buy something for the family. We had given people this assurance
(Transliteration) BS: Paise parat gehun vyaja saha gharat kahi tari lokaana gheun dya. He ashvasan aamhi lokaana dila hota.

ST: The math was simple, will this be the same as handing all the hard earned money to the builder in the fear of losing the money and waiting in the hope of a home. The members were losing trust on the Nagari Nivara Parishad scheme
(Transliteration) ST: Hisheb saral hota, punha builder chya haatat paise sopavoon dhadtya kaaljana ghar milnar ki paise budnaar hyachi kaalji karat vaat pahna nahvta. Yaatun Nagari Nivara Parishadchya yojne varcha sabhasadancha vishwas dhunavat hota

ST: And then Vasant Dada Patil became the Chief Minister of Maharashtra. Finally, there were signs that the endless crusade of two years will bear fruit
(Transliteration) ST: Aani mag Vasant Dada Patil Maharashtrache mukhya mantri jhaale. Aviratpane don varsha chalelya chalvali la phal yeil ashi chinha disu lagli.

SN: When we took out a protest to Vasant Dada in October 1983, he saw the letter and he was very happy because we had attached a draft of 55 lakhs with that letter
(Transliteration) SN: Vasant Dadaan kade October 83 madhey aamhi jenhva morcha gheoon tyaani te patra pahila aani tyaana far ananad vatla karan tya patra barobar aamhi 55 lakh rupaiyacha draft jod le la hota.

ST: Vasant Dada was overwhelmed looking at the earnest and persistent effort to buy a house. He agreed that this scheme must get the land. So that the members don't lose interest on their savings until the possession of the land, Vasant Dada returned the draft of 55 lakhs through a letter on 31st Dec 1983 and suggested they should set up a Co-operative Society.

ST: Any activists or leaders who set out to do any work for public interest find the perfect like minded to help them out. This unique project by NNP had the backing of architect Shirish Patel along with former Chief Secretary of Maharashtra JB D’souza

Without asking for any titles he accepted the post of the Chief Officer of the project

JB: First I was quite sure there would be no dishonesty, no lack of integrity. Secondly, it was a very big scheme and if I could do something to help it on I would be happy to do so. Principally that there would be no fooling around, and cheating or anything like that.

Mrunal Tai, Baburao Samant and the rest of them Nakhrekar, Nevdekar the ones I know they are all every dedicated, they are hardworking people and selfless you don't see that often. It's because of their dedication this scheme has become possible.
(Transliteration) SP: Mrunal Tai, Baburao Samant baki sagle Nakhrekar,Nevdekar mi jyana jyana olkahto sagle phar dedicated mansa aahet khoop mehnat kartat aani selfless. As suggested by Vasant Dada they started making co-operative housing societies. It was a new experience for everyone to register these society's. They conducted workshops for the members and created volunteers/activists
(Transliteration) ST: Vasant Dadanchya saangya pramane grahanirman societya banvaila shuruwat jhaali. Societya register karnyacha anubhav sarvaanach nava hota. Mag sabhasadanche abhyaas varga ghetle gele, tyatoon karyakarte nirmaan kele.

After their day jobs every evening members would meet at the NNP office. The work for NNP was more like work for their home such was their dedication. The courage of the leaders was noteworthy but was equally important was the complete trust in them and the sheer dedication and hardwork of the volunteers
(Transliteration) ST: Diwas bhar nokri dhanda karoon sandhyakaali karyakarte sabhasad NNP cha office madhe jamat. NNP cha kaam mhanje gharchach karya ashya shraddhe ne kaam kareet. Many people believed that Society registration work couldn't happen without a bribe pan Mrunal Tai's had firm determination. It was her resolution to register the societies without paying a single penny
(Transliteration) ST: Society cha registration laach dilya shivai hovuch shakat nahi asa kityekancha anubhav hota. Pan Mrunal Tai'ncha nirdhar ha thaam hota. Ek paishyachi hi laach na deta societya register karnarach ha tyancha nischay hota.

5500 members took out a protest to the registration office. In a department that was known for making people wait for months even after heavy bribes for the registration papers the Nagari Nivara Parishad protest did what had no one had done before, they got an assurance to register the housing societies within a day.

Each registration would come at a cost of Rs. 40 to 50,000 stamp duty per flat. But we are building our own homes so this duty was not applicable to us, Mr. Baburao made this lawful argument and managed to register each flat for only Rs. 20

Although Vasant Dada had made a promise of giving the land but in 1984 he was not the Chief Minister and in 1987 Shankar Rao Chavan became the Chief Minister and he gave this scheme an unexpected shock.
(Transliteration) ST: Vasant Dada ni jameen dyaycha ashvasan dila hota khara pan 1984 madhey te svathach Mukhya Mantri rahile nahi 1987 madhey Shankar Rao Chavan mukhya mantri jhale, tyani ya yojne la anapekshitpane dhakka dila.

ST: Shankar Rao Chavan simply refused to give this land.

We thought Shankar Rao Chavan was one amongst us and would will help our work done faster but that didn't happen and there were a lot of hurdles during his tenure.

Once again everyone has to gear up for a struggle, once again the movement began, once again protests, once again surround but the stubborn government would not budge
(Transliteration) ST: Punha ekda saglyana Sangharshala sajja vhava laagla. Punha andolan ubha rahila, punha morche, punha gherav sarkar cha adeltatupana tasu bhar pan hi kami ho yayla tayaar nahvta.

SN: During a public meeting SM Joshi had come to Goregaon and he told Mrunal Tai to follow Mahatma Gandhi's path. Mrunal Tai announced she will go on an indefinite hunger strike.
(Transliteration) SN: Eka jahir sabhya madhey SM Joshi aamchya Goregaon la aale hote tyani sangitla Mrunal aata tumhi Mhatma Gandhi chya margaani chala. Mrunal Taini tyach sabhe madhey mi uposhan karnar mala jo paryanta jameen milat nahi toh paryant mi bemudat uposhan karnar.

Mrunal Tai went on a indefinite hunger strike . Kamal Desai, Baburao Samant similarly leaders like Vasant Shirali, Ramesh Joshi, Nakhlekar and other activists gave her company.

On the 6th day the movement took a serious turn. George Fernandes came to Mumbai and President Zail Singh was also in Mumbai at the time

(Transliteration) ST: Saah diwas jhale chalwali na gambhir valan ghetla. George Fernandes Mumbaieet aale yaach sumaras Rashtrapati Zail Singh hi Mumabieet aale hote.

SN: George Fernandes left Delhi and came to Bombay and he made all the movements. At that point Rashtrapati Zail Singh was in Mumbai and he told Shankar Rao Chavan that this is a good subject and you must do something it's not right to take Mrunal's life this way or cause her harm.

ST: Yet again Gandhiji's path proved to be successful. The government agreed to have negotiations with the Nagari Nivara Parishad. The people's elected government had to ultimately give in to a movement started by the people and for the people.

ST: The government agreed to give NNP the land near Dindoshi

SN: As per the agreement, the land we would get the purpose of that land, I mean it was under the forest department. That was changed and it was given for residential but at the same time F.E. Disnhaw who was the owner of this land he went to court and again our work was delayed

ST: Senior counsel Ashok Desai presented the case very impressively and managed to vacate the land for Nagari Nivara Parishad

ST: In 1990 Sharad Pawar became the Chief Minister. The promise made by Vasant Dada was fulfilled by Sharad Pawar. On 26th March, 1992 NNP got possession of 62 acres of Dindoshi.

ST: In a Mumbai controlled by the builders the people who fought with all honesty finally got their rightful land

ST: Part one of the struggle that started in 1981 had come to an end and the next one started. From 1981 to 1992, 11 long years of a prolonged wait how did the members of NNP do this? Fight, Fight and only Fight.

It took us 9 years to get the land from the time we got the commitment in between we had to do 6 days of fasting there were many members who were a part of this. The people were aware of the government difficulties and even though it took a lot of time the people didn't worry about it a lot..

BS: Only 4-5% of the people left but the rest 95% people stuck their ground

ST: We got the land but the dream of the house was still far away, there were many obstacles on the way

This land had many who wanted to capture it and right next to this land was a man called Ghosh. When it was decided the land will be allotted to us we decided to appoint a surveyor and we decided to get a table survey done

While doing the survey when we reached Ghosh's land on the border there were about 15-20 latheth as they are known in Bihar these were men armed with sticks who tried to attack us

It was our good fortune none of us were hurt and we managed to escape with Mrunal Tai's name but this was an instance of an attack on us

No matter how many hurdles come we will not budge this leadership was a projection of such support. This leadership awakened the vigor of this group

MG: The hills that we see around us and mercy within them. It all sounds nice in poetry, looks beautiful in a painting and even looks beautiful to see in person but now to build homes here is a big cause for worry.

MG: But even that we have to understand is a tough job we should all be aware of this and therefore we insisted that you should all be present here for the voluntary labour camp and we could begin the work.

The then Municipal Commissioner Shri Sharad Kale clarified the hurdles in this project

It's not an easy task to build this project here. When we saw this place it became clear to us this land is rough and if we try to fill this land then it would be very expensive

SK: Therefore the architect of this project would have to come up with a smart and knowledgable plan

When you are constructing at such a site it's possible the architect may ask for some concessions from the law and we will be sympathetic about it

ST: The collector of Mumbai at the time Suresh Salve was inspired by this project

SS: This is a very good project. Since people have managed to sideline the middlemen through their own labour and hardwork the people who have participated in this they will experience the joy of finding their dream home with their own efforts.

There were bulldozers running all over this land filled with obstacles, weeds and rocks. The land was flattened and levelled and started filling in the soil.

ST: Before beginning the construction work on this land there were extra costs of land reform and labour

ST: This was a challenge for the members of NNP

ST: At the time of the project inauguration Commissioner Kale had given an assurance...
(Transliteration) ST: Prakalpachya shubaarambh prasangi ayukta Kaale yaani aashwasan dila hota...

SK: Our standpoint is if this place will become home for 6000 people then the Municipality's role should be to help out.
(Transliteration) SK:Aamchi bhoomika ashi aahe ki ashya theekani jar 6000 lokaan saathi ghar ubhi raahnar asli tar tyaala Mahapaalikni bhoomika hi madatachi thevli pahije.

SK: We had an idea of the kind of provisions that would be needed for this work and so I think from the time we received the plan it should not take a long time.
(Transliteration) SK:Kontya swarupacha sahulati hya kaamakarti laagtil hyacha aamhala sadharan andaz aahe, tyamule mala asa vaatata ki aamchya kade tyancha plan aalya paasun evdha vel laagaicha kahi karan naahi.

In reality, all the work-related reforming/levelling the rough land, roads, the sewage system was thrust upon the Nagari Nivara Parishad by the Municipal Corporation. The expenses were higher than the expectations and they would have to raise more money.
(Transliteration) ST: Pratekshaat unchashakal jameenichya bhuvikaas cha kaam, raste, saandpaanyachi vyavastha vagere jababdaayra Mahanagar Palike na Nagari Nivara Parishade chya aangavar taaklya apekshe peksha kharcha vaadhat gela aata adheek paisa ubha karava laagnar hota.

ST: Would the members of the low-income groups be able to do this?
(Transliteration) ST: Alpa uttpann gatatlya kashtakari sabhasadaana he jamnaar hota ka?

ST: Will this project remain incomplete due to lack of funds? It was natural that the contractor, architect were surrounded by these doubts
(Transliteration) ST: Paishya aabhavi ha prakalp apoorach tar raahnaar nahi? Contractor, architect, yaana ashya shankaa kushankaa gherna hi swabhaavik hota.

ST: Government delays, the litigations from the occupants these had caused delays to put the project on track
(Transliteration) ST: Sarkaari diraangayi, mulchya kabjedaarani ghatlele kajjeghatle yaamule prakalpala maargi laagailach khoop vel laagla hota.

SP: Billimoria also said do your clients even have the money? You assure us that you will complete the work and you have the resources. They had this question in their minds but we were able to satisfy them.
(Transliteration) SP: Billimoria cha pan mhanna hota ki tumchya clients kade paishe aahet ki naahi? Aani aamhala tumhi satisfy kara ki tumi kaam purna karnaar aahat aani tumchya kade resources aahe. Tar prashna tar hotach tyancha manaat pan we were able to satisfy them.

SP: The other thing is, they asked us, if you are confident about this then we are confident too

ST: The project that was to be completed within 3-4 years of its possession in 1992 kept getting delayed for one reason or another. In 1995 Mrunal Tai said...
(Transliteration) ST: Jo prakalp 1992 saali jameen haati milaaya nantar 3-4 varshaat purna honaar hota tyala ya na tya kaarna ni vilamb hotach rahila. 1995 saali Mrunal Tai mhanaalya...

(Transliteration) MG: Don adeej varsha, punha madhli courtachya kaahi bhaangadi koni aanlela stay yaaycha madhey geli aani tya nantar pratakshya kaamachi aakhni hovun he sabandh je raste, naale, infrastructure tayyar karnyacha je contract aahe te niveta maagvoon Vatan Singh ya contractor la dila
MG: For two and a half years, and the in-between years of the court struggles, stay order and after that the plan for the actual work the contract to create the roads, sewers, infrastructure, we put out a tender and gave it to a contractor named Vatan Singh.

JBD: Because of the delays that we suffered which some of us had anticipated we thought that we should we have to fall in line with the with what is happening and so when we called for the tenders for the second phase we asked to put in a specific item for getting Municipal and government permissions and we asked the contractor to quote.

JBD: The quotation was 1 crore of rupees without calling it bribes they were bribes but the Trustees are dead set against paying a single pie to any official as a bribe. I would prefer to pay some grease money and get the results quickly.

JBD: They were very firm on this... no no I respect them for it of course.

ST: After many delays, on the one hand, the work on the land reform and on the other the construction of the building had begun
(Transliteration) ST: Baraich shya vilambna ka hoi na eki kade jameeni chya vikasa chi kaama aani dusri kade pratakshya imarati cha baandhkaam shuru jhaala.

ST: Of the total land of 62 acres allotted, leaving out the land required for the roads, greenery, hospitals, schools, etc. only 40-45% of the land was available for residential construction.
(Transliteration) ST: Ji jameen milali ticha swarup pahata tasach raste, hirvayi, hospital, shaala vagere saathin chi jameen vagalta prataksha ghar baandhana ni saathi ekun 62 acre aan paiki 40-45% jameenach upalabadha hovu shakli

(Transliteration) ST: Ashya parsisthiteet baithya gharanchi mool kalpana sodun devoon 3-4 majlyanchi imarati baandhanyachi yojna aakhavi laagli.
ST: In this scenario they had to drop the idea of row houses and make a plan for 3-4 storey buildings

BS: There were new regulations as per which 25% of the land was to be reserved for a green belt. Out of the 65-acre plot 25% was reserved for the road so that reduced about 40-45% of the land.
(Transliteration) BS: Naveen niyam aale tyacha madhey 25% jameen green belt la thevavi laaglya mule 65 acre cha plot hota tari javal javal te 25% raste hyacha mule 40-45% tyaatli kami jhaali.

BS: Thirdly, this massive layout which included water storage, sewerage, road construction all this work was dumped by the Municipality on Nagari Nivara Parishad. Hence the idea of a person building his own home, finding water storage, building his own road was impossible.
(Transliteration) BS: Teesra evdha motha layout jo hota tyachat paani puravtha, sewerage, raste baandhna hi sagli kaama municipality ni Nagari Nivara Parishad varti taakli. Tyamule ektya maansacha ghar tyaani baandhana, tyaani paani puravtha milavna, rasta karna hey ashakya hota.

BS: And therefore the land that government allotted us came with a condition in that, the FSI given to this land had to be utilised completely

SP: To fully utilise the FSI you need at least a 3-4 storeyed building all the population was fitting in that dimension so we suggested a multi storey buildings and the architects who were appointed were of the opinion that it should be ground + 4, ground plus 3 wouldn't fit the scheme. That's how we started. Zone 2 has bildings that are ground plus 4

SP: After this when we came here, we thought of about it again and as per our plan ground plus 3 and so the rest of the buildings are ground plus three.

ST: In the interim there was when the work pressure increased the Nagari Nivara Parishad office was shifted from Mrunal Tai's home to the Samant bungalow

ST: By now the construction work had picked up pace.

Means of Production

ST: Hillocks were broken down while leveling the land, the rocks were broken down using the latest technology and stone crushers and made into gravel and were sold at commercial rates

The rocks which were dislodged for flattening the land were sold after getting stone crushers at a market price.

ST: One stonecrusher was not enough for this work so another huge stone crusher was brought in

ST: Had a private builder done this project, he would've pocketed the millions of rupees from selling the gravel but Nagari Nivara Parishad used the income from gravel sales to reduce the costs of construction

If this was taken to a regular builder

he would have lined his own pockets with the money which came out of the sale.

But Nagari Nivara Parishad used this money to reduce the price of construction of the buildings.

ST: A lot of new techniques were used in this project to construct buildings in a short span of time which was perhaps a first of its kind in India

New technology was used to reduce costs and save time,

which probably was used first time in the whole of India.

Load bearing block method was used.
SP: We did what is called Load Bearing blockwork, which creating blocks, steel rods and adding concrete to it and that would carry the load no other frame was needed.

The hollow cement blocks were filled with concrete which would bear the load, avoiding the RCC frame.

SP: We saved about 10% costs on construction because of this. Secondly, the door and window frames if you make them in wood the costs a certain amount we made them in RCC and these should last long

Which saved approximately 10% of the construction expenses.

Door and window frames made of wood would cost a fair amount. We made them with RCC.

Which will have better life.

SP: We did one more thing for durability all the steel rods in this construction were interconnected. They were welded together and it's an electrical connection the entire reinforcement and so later we could do what is called cathodic protection.

We've also inter-connected all the steel rods for durability by welding them together.

The reinforcement has complete electrical connectivity for Cathodic Protection in the future.

SP: We now see a lot of deterioration in RCC buildings due to corrosion and cracks etc the costs for repairs are high.

Cathodic Protection

SP: With Cathodic protection we can impress an electric current to that reinforcement and if it has electrical continuity we can stop the corrosion. This was the first time it was used in a Housing scheme

In Cathodic Protection we impress an electric current on reinforcement which has electrical continuity. This can arrest corrosion and deterioration in RCC.

This is being used for the first time in a housing scheme.

SP: The blockwork we did the loadbearing blockwork instead of that we did RCC walls we made solid RCC walls meaning a RCC wall and RCC slab it was construction with that. From the point of durability and strength this was stronger than blockwork
(Transliteration) SP: Aamcha jo block work hota load bearing blockwork tyacha vaji RCC walls solid RCC chya bhinti banavnaar aahet mhanje RCC bhinta aani RCC slab hyacha construction aahe. Mhanje durability chya drushti ne aani strength chya drushti ne block work peksha jastach majboot aahe.

This method would resist Earthquakes and other forces and was better and would complete faster. One floor can be made in 4 days and traditionally this would take three weeks. One after another. After three weeks you can fix the next slab, with this, it was done in four days.

SP: In the Mascon System, Billimoria offered us a rebate. They would reduce the costs by 3-4 million that were a benefit for us.

ST: The project which shows ethical power stands no comparison, the homes built on the land which is owned from self-income. Homes that were built up without the obligation of the government or anyone else.

ST: On 18th March 1999, the first phase of this project was complete. On the auspicious occasion of Gudi Padwa a ceremony was organised to handover 1040 members possession of their homes.

ST: The satisfaction from fulfilling their promises was reflecting on the faces of the leaders

KD: After the government allotted this land, we wanted to prove to them that low-cost housing for the common man is possible and with that vision after many struggles, we managed to get this land and we have achieved our goal.

ST: The joy of their dream being fulfilled is reflecting on the happy faces. Eager to step into their rightful homes these householders, the young ones. 17 years is a large period of a person's family life.

ST: During this period the kids grew up the young ones went into adulthood and some of them left their dream behind with their loved ones

ST: In this moment of joy we have their memories, this colony belongs to honest, self-proud and hardworking people. Here self-pride is everyone's religion and honesty is their caste. This project has churned out a small community that is secular.

ST: The chief guest for this ceremony former Justice Chandrashekar Dharmadhikari praised NANIPA for this collective fight/struggle and gave them a message

CD: The home that I have received is as precious a mother's milk don't try to ask the market price of this

ST: Without falling prey to any political parties the Transport minister of Maharashtra Gajanan Kirtikar praised the NANIPA members for their unwavering trust in the leadership

By starting this movement respected Baburao and Mrunal Tai have proved themselves and no doubt they have faced many hurdles but the credibility that they bring. You need credible people.

After you get the keys to the house the next month the muncipal authorities will come with bill of 600 rupees. 600 rupees a month

BS: The water charges will be separate. The electrical company will ask for double charges because they have just been increasing the rates.

BS: Our government is not too far behind when it comes to increasing the rates. A week ago as per a new directive/mandate the land tax is now tripled. Perhaps, Mr. Kirtikar is not aware.

BS: When this happens from the next month when you're at home and this plundering happens. Are we supposed to pay up without resisting or come out together and confront this and pay only the fair price and nothing more. We have to organise for this

ST: What he said was in fact right, NANIPA has won a fight under adverse conditions and even then the problem of the homlessness in Mumbai not over. Mrunaal Tai gave a sense that though NANIPA's fight will inspire others but new circumstances will have new challeneges.

MG: Under the Urban Land Ceiling Act we got this land as per the 1976 price. This land was rough we used a lot of gravel we had to work very hard for the infrastructure all this true but despite that the land prices in Mumbai are sky rocketing and we got this land at cheap rate for the poor thanks to the Urban Land Ceiling Act, but unfortunately this weapon that we had has been grabbed away from our hands by this government.
(Transliteration) MG: Ya Urban Land Ceiling khaali aaplya hi '76 chya kimmatet milaali. MG: Every person in Bombay has this dream that he should own an apartment here. This dream of owning a home today cannot be fulfilled by the regular builders. We still needs this law to fulfill the dreams of poor.

MG: Whatever corruption that may have happend but to cancel the law for that is like after you bathed a baby in a tub you throw away the baby along with the dirty water. Please don't do that.

BS: We had promised 6000 homes because that's how much land was available but we want lakhs of homes for common people in Mumbai and so we were planning ahead.

ST: Because the previous generation toiled and struggled the new generation is peaceful about shelter. If one wants to be true descendant of this generation then the movement cannot stop.

ST: In the last 10 years the world has changed a lot. The idea that one should build their own home was shattered and the dream of a house was at the mercy of the builder.

ST: To fulfil the unending demand of liveable homes then the new generation will have deal with new questions with a new strife.

ST: Mrunal Tai has indicated this when the first phase of homes was completed.

MG: Under the Urban Land Ceiling Act we got this land at 1976 rates. This was possible because of the Urban Land Ceiling Act. We need this law to fulfil the dreams of poor people.

ST: The government of Maharashtra had taken a firm decision to cancel this law.

We have put in a lot of effort for the ULC Act not to be cancelled.

MG: We made a lot of efforts so that the law of ULC doesn't get cancelled. Even now I feel if the ULC law is cancelled we will fight against it with our walking sticks but we will definitely try
(Transliteration) MG: ULC cha kaida radda hov naye ya karta aamhi faar khatpat keli. Aani ajun hi mala asa vaatata ki ULC kaidya raadha hoila nighala tar aamhi tyacha virruddha ladha ubhaarnyacha kaam kaathi tekat tekat ka hoee na pan karnyacha jarooor prayatna karu.

In case they try to cancel the ULC Act we will surely try to prevent that,

even if we have to do so limping and walking with a cane when we're old.

ST: Baburao Samant goes a step further to say...

BS: About 30,000 acres comes under this law and by cancelling this law the State Government wants to give it back to the builders. We thought about this a lot and we realised, this 30,000 acre of land is owned by only 347 people and as per this law if they got 2 lakh rupees as compensation then the government gets this land for 70 million rupees.
(Transliteration) BS: 30,000 acre jameen hy kaydya khaali yete aani Rajya Shashan kayda raddha karoon ti builders na tyala parat dyayla maagte aahet. 30,000 acres of land falls under The Urban Land Ceiling (ULC) Act
P. B. (Baburao) Samant standing on the terrace of one of the completed buildings in phase one of the NNP Dindoshi project, offers us clarity about the ULC (the Urban Land Ceiling) Act with some wishful thinking and statistics. 30,000 acres of land belongs to less that 350 people. Acquiring this land from them a a nominal rate, would cost the government a token amount. Regulating this land and selling it at a fixed rate would give the government enough money to look after and provide infrastructure, amenities and development to all of Mumbai and Maharashtra.
ULCRA

The State Government is trying to cancel ULC and hand this land over to the builders on a platter.

We realised that 30,000 acres of land belongs to 347 people only.

As per this act if each was given as compensation 2 lakhs, the Government could get 30,000 acres of land at only 7 crores.

If sold at current land rates fixed by the government itself, at min. rate 1500/sq.ft., these 30,000 acres would ascertain 2 lakh crores.

BS: In Bombay the government has decided on the rates for different types of land and the government has decided these prices and the lowest prices if you take an average price as 1500 by that rate this land would cost 2 lakh million rupees! Please bear in mind.

200,000 crores! That kind of money will make Mumbai a sparkling new city!

BS: In this cost we can have a sparkling Bombay. A shiny, glossy Bombay and the State can State can payback half its debts.
(Transliteration) BS: Hyacha madhey saarya Mumbai chi chakchakahat mhanun Mumbai karta yeeil aaplyala. Chakchakit Mumbai karta yeeil. Rajya cha ardha karja nighoon jaeel.

50% of the state debt can be re-paid. The backlog of development in places like Vidharbha, Marathwada, Konkan could be compensated.

BS: And Vidharba, Marathwada, Konkan which have a backlog of development that also will be done with that's the potential of the of the 30,000 acre of land in Mumbai. So should we put this land to use for that or give it away to builders and feed them all this cream people have to decide this. We cannot depend on the government.
(Transliteration) BS: Aani Vidharba aani Marathwada, Konkan hyaana jo back log rahila asel Vikasacha toh suddha nighoon jaeel evdhi shyamata hya 30,000 acre jameeni Mumbai chya jameeni madhey aahe. Tenhva ji jameen hy kamaa saathi laavaichi ka hi jameen builder la na devoon hi sagli malai builder na khayala ghalaichi he lokaani tharvaila pahije. Shashaana varti avalamboon rahoon chaalnar nahi.

These 30,000 acres of land is worth so much.

The choice is should this land be used for this low cost housing scheme?

Or to butter the builders up with those 200 thousand crores.

The people must decide on this, because depending on the Government is not going to help.

ST: You can break mountains with determination and Nagari Nivara project is a testament to that.

MG: We are very satisfied the project is complete we put in a lot of years behind this. If we leave aside the political struggle we have given all out time to this project. So its completion is definitely extremely satisfying
