It took us a while to prepare the back end for this because we realised that Delhi government's anti-corruption department, the state vigilance department,
...was in a really bad condition. It was understaffed, people hadn't been posted for years together.
So it took us a while to prepare the back end and hence, the delay in the announcement of the phone lines.
Today, I implore the people of Delhi to combat corruption in the city together.
The announcement that we are going to make today, is going to make every citizen of Delhi an anti-corruption inspector.
And what is going to be his biggest weapon? He doesn't need a gun or a staff.
Every citizen's biggest weapon is his cell phone. So, if anybody asks you for a bribe, record it immediately.
May it be audio, video or any other kind of recording that you can manage.
Give us the recording in our anti-corruption department and we will help you to arrest the officer.
The way this works is, there is a phone number, which, keep in mind, is a helpine number and not a complaint number.
You must understand that. It is an advisory number on how to go about a sting.
You cannot register a complaint on it. You can't call and complain that your ration card is not being made and that you are being asked for a bribe.
First, please note down the number: 011 27357169. I repeat, 011 27357169. This is a little complicated.
We are trying to get a simple four digit number by the end of the week. 011 27357169.
This number will be operational from 8am to 10pm. When a citizen calls on the number, it will be diverted to a call centre.
His name, his phone number and the spoken content will be recorded.
An advisor from the anti-corruption department shall call the citizen back and explain how to go about the sting [operation].
The sting operation itself will be used as supportive evidence in court.
The advisor will explain to the citizen that when he speaks to the person, he must ask him the reason for which he is being asked for the money
...and where should the money be delivered. All of this must be recorded. This shall be explained by the advisor of the anti-corruption department.
When the sting operation is done, the citizen will be asked to call on the advisor's personal number and the anti corruption department will call
...and allocate a time for the citizen to arrive and ready those who put powder on [currency] notes.
State Vigilance Department has made its sufficient number of teams. Even then I had told LG sir that it is possible that a lot of sudden cases may appear in Delhi.
So LG sir has assured that he is speaking to the Delhi police that, if the need arises, apart from the stand by, a lot of police teams are being kept aside.
This is so if a lot of cases come by and if we have to arrest a lot of people at once, it will be done.
The idea is to induce fear in the hearts of those who accept bribes. They must think 'what if the person sitting in front of me is taking a recording of me?'
Every person must think 'what if a person comes into my room, I ask for money and he manages to take a recording of me?'
So we are making every citizen of Delhi, an anti-corruption crusader. And his phone is his biggest weapon.
Till today, I believe, a lot of officers in the government are honest. A lot of the employees in the government are honest.
There are a few fishes who pollute the entire lake. It is time to identify and catch these fish.
It is time to create fear in their minds. We want to give a message to these people through this that they either reform or go to jail.
There is no other way. Through sting operation, we will have two specific pieces of evidence in any case.
One is the trap that will be laid, which is a primary piece of evidence.
The other is the sting [operation] that will be on the phone which is the secondary and supporting piece of evidence.
So, on a broad level, we are beginning this from today. Hoardings for this will be put up in Delhi, radio will also be advertising this.
We will create such an atmosphere in the entire [city of] Delhi. If anyone asks you a bribe in Delhi, you are no longer meek.
Take out your phone, record and it is the end of the road for the officer. It is the end of the road for the employee.
We are giving the power to the people. We are making every citizen a police inspector.
