जगदीश दास महंथ, जिनकी 33 डेसीमल जमीन आर.के.एम. पॉवर प्लांट में ले ली गई है। पहले इस जमीन पर जगदीश के माँ-बाप पथ्थर तोड़कर सिल-लोढ़ा बनाने और बेचने का काम करते थे, इसी से उनके परिवार का गुजारा चलता था। फिलहाल कंपनी ने मुवावजे के तौर पर 3 लाख रुपया और जगदीश के दो भाईयों को मजदूरी पर रखा गया है, वह भी ठेके पर। कंपनी अपने आर आर प्लान में प्रत्येक जमीन देने वालों को कंपनी में पक्की नौकरी देने का वायदा करती है और यह वायदा उसने गांव वालों के समाने किया था, जिसमें जगदीश भी था, लेकिन कंपनी को आए हुए चार साल हो गए हैं अभी तक किसी को नौकरी नहीं मिली है और न ही कोई इस तरह का एग्रीमेंट ही किया है।

What sort of work do you do?

I do quality checks, in which (jobs of) fitter, welder, cutting, grading are all included. All of this is part of Fabrication Sector.
Everyone wants to be successful, and to succeed one must work hard. At first I was in the Mechanical Section, now I've entered the Civil Section. I supervise all the vehicles here - Accelerator, Haiwa, J.S.B., Pokelane, Broker.
हर आदमी सफल होना चाहता है और सफल होने के लिए बहुत मेहनत करना पड़ता है. पहले मेकेनिकल सेक्शन में था अब सिविल सेक्शन में आ गया हूँ. यहाँ जितनी भी गाड़ियां हैं, एक्सलेटर, हाइवा, जेसीबी, पोकलेन, ब्रोकर उन सभी का मैं सुपरवाइजर हूँ.

Per day 190 - but that's not enough for me, so I work 3 hours overtime. That increases my income, I too have expenses after all.

Yes, but Only if present. I'm not on a monthly payroll as yet, because they have weekly payments.

I don't regret because the day the company comes up (becomes a reality), they will see I've been working hard for so long. I used to roam around unemplyed; but now I've got work, and am working hard.

We lost whatever 1 -2 acres of land we owned. The company arrived 5 years ago and bought land at whatever rate they chose. For the villagers, 2-4 lakhs is a lot of money.
एक-दो एकड़ जो भी जमीन था वो चला गया. पांच साल पहले कंपनी आई उसे जमीन खरीदना था जिस रेट पे चाहा खरीद लिया. गाँव वालों के लिए दो चार लाख बहुत अधिक होते है.
The city progresses ahead, and the villages follow.

What we see in villages today, must have happened 50 years ago in villages that are now cities, isn't it?
आज जो इन गाँवों में चल रहा है वही सब आज से 50 साल पहले उन गाँवों के साथ हुआ होगा जो आज शहर हैं, ठीक है कि नहीं?
When I arrived here I learnt that my grandfather and uncle had sold our land at the rate of 1,20,000 (1.2 lakhs) per acre. Whereas, today, the rate is atleast 15,00,000 (15 lakhs) (Govt./Official rate). Though my grandfather received Rs. 2,70,000 as settlement(?) for the land he'd sold. But what did I get? Nothing? They were my own grandfather and uncle.
जब मैं यहाँ आया तो मैंने पाया कि मेरे दादा ने मेरे चाचा के साथ मिलकर एक एकड़ जमीन एक लाख बीस हजार रूपए के हिसाब से बेच दी थी उसकी कीमत आज कम से कम 15 लाख प्रति एकड़ (सरकारी रेट) है. हालांकि मेरे दादा द्वारा पूर्व में बेची गई जमीन के लिए उन्हें 2 लाख 70 हजार रूपए मुवावजे के रूप में मिले हैं. लेकिन मुझे क्या मिला? कुछ भी नहीं? मैं क्या बोलूँ? वह मेरे दादा और चाचा ही तो हैं.
In your opinion, how beneficial or detrimental would this plant be to the people of Uchpenda?
आपके हिसाब से उचपेंडा गाँव के लोगों के लिए यह प्लांट कितना फायदेमंद है और कितना नुकसानदेह?
It depends on how one thinks about it. This entire plant has been made on land on which the villagers built their subsistence.
अपने सोच पर निर्भर करता है. यह पूरा प्लांट उस जगह पर बनाया गया है जहां पर गाँव के लोग पत्थर तोड़ कर उससे सामान बनाकर अपना गुजारा किया करते थे.
Now if it weren't for these people, the company wouldn't have come here. Now you have come here, only becuase I'm here. If I weren't here, you wouldn't have come here, would you? It depends on how one thinks.

No, I haven't got anything. I tried, but there are many people who've been roaming looking for jobs for 2-3 months.

Grinding for chutneys, etc used to be primary work here. And now they've plonked a factory right here.

Taking a rate of 1 - 1.5 lakh rupees per acre, some people have sold their land, got enough money to start a business, or they just spend it here and there.
मान लीजिए एक-एक, डेढ़-डेढ़ लाख रूपए प्रति एकड़ है, तो कुछ आदमी ऐसे भी किए है की बेच दिए हैं, जिससे पर्याप्त पैसा मिला है, उससे कुछ बिजनेस खोल लिए हैं या फिर इधर-उधर खर्चा कर दिए हैं,
Of those 90% people, many aren't working. And losing one's land did not necessarily imply getting a job. Many roam about / follow, but still don't get jobs. And for those whose land did not go to the company, there is no hope.
तो उस नब्बे प्रतिशत आदमीं में से बहुत कम लोग हैं जो नौकरी कर रहे हैं. और जरूरी नहीं है कि जिनकी जमीन गयी है उनको नौकरी मिल ही जाए. कुछ तो पीछे-पीछे घूम रहे हैं फिर भी नौकरी नहीं मिल रही है. जिनकी जमीन कंपनी में नहीं गयी है उसकी तो कोई बात ही नहीं है.
Before taking over the land does the Government have a meeting with the villagers?

No, there wasn't a meeting here. The company officials made agreements with people of nearby villagers, and then just plonked the plant here.
नहीं, बैठक तो नहीं हुई. कंपनी वालों ने आस-पास के गाँव के कुछ लोगों के साथ समझौता वगैरह कर लिया और यहाँ प्लांट बैठा दिया.
There are so many labourers here, so what sort of business are the villagers doing?
यहाँ पर इतने सारे मजदूर हैं तो गाँव के लोग किस तरह का बिजनेस कर रहे हैं?
The 'Sil-Lodha' (grinding) work has not halted entirely. 15% peoples' subsistence still comes from there.
सभी तो नहीं, सिल-लोढ़ा का काम अभी पूरी तरह तो बंद नहीं हुआ है. 100 प्रतिशत में से 15 प्रतिशत लोगों काम उसी से चल रहा है.

That has not yet happened. People are willingly selling their land.

This plant has intentionally been placed on State land (Government property). When the company's circle expands, 8 - 10 years from now, the village might have to move then.
यह प्लांट जानबूझकर सरकारी जमीन पर बैठाया गया है. 8-10 साल बाद जब कंपनी का सर्कल बढ़ेगा तब शायद गाँव को भी हटना पडेगा.
Now Raman Singh states that industry is for the progress of the village. What do you feel?

What he says is true, but they make statements, and then leave. No one sees it through completion. Random politicians / ministers come, promising monetary settlements, but tomorrow they wouldn't even mange to give 5 rupees' settlement!
वो बोल रहे हैं ठीक ही है लेकिन कह के निकल जाते हैं. पूरी बात कोई नहीं करता. कोई भी नेता आएगा भाषण देगा की इतना मुवावजा दिलवा देंगे. लेकिन कल के दिन वो पांच रुपया भी नहीं दिलवा पाते.
They'd promised a few things before the company came up - roads, water, electricity, etc... Have they done anything yet?
कंपनी के आने के पहले कुछ वादा भी किया था, सड़क, पानी, बिजली वगैरह.. कुछ किया अभी तक?
Nothing like that so far. This was the incentive given, 3-4 (companies) have come up so far, but nothing.

Now the people here are not (highly) educated, so they wouldn't get positions of General Manager or Vice-President. They get jobs suited to their level of their literacy.
