Summary: The Identity project emerged as a result of our dissatisfaction at the nature of the debate that was emerging on the area of digital governance in India.
Over the past three years we have conducted numerous field visits in seven Indian states.These visits include numerous video-conversations, some short and others very long, with a diverse number of those who were involved with this entire process of participating in the emergence of a digital ecosystem of governance. These are interviews with people being enrolled into the Aadhaar programme, with district-level Panchayat and other officials, with numerous State government bureaucrats, with private enrollment representatives, representatives of various governmental services, with operators and other members of this digital workforce. Conversations are often long, spontaneous and deliberately unstructured: and the focus is mainly on a vérité style using amateur video.
Some key issues that we shortlisted for detailed inquiry were issues of migrants, both domestic and across international borders, homelessness in cities, and the financially excluded. Each of these areas was discussed in considerable detail at major public consultations held in Delhi, Kolkata, Hyderabad and Bangalore, in partnership with the CSDS, the Mahanirban Calcutta Research Group, and the Urban Research and Policy Programme Initiative of the National Institute of Advanced Studies, Bangalore. Speaker 3: I will do it after I have finished with them.

INTERVIEWER: Are you studying?
Speaker 3: No, I quit studying.

Speaker 2: Up to which standard have you studied?
Speaker 3: Up to the 10th.

Speaker 2: Have you passed of failed at your SSLC ( The Secondary School Leaving Certificate).
Speaker 3: I have passed it. My parents din't send me to college.

Speaker 2: Why din't you go to college? You have to go to college even in if your parents are against it.
Speaker 3: How can I go if they are not ok with it.

INTERVIEWER: Do you know what you can do with this number? Why have you gotten it done?
Speaker 3: We will need it. We should be in a situation where we don't have it.

Speaker 2: Have all your friends got it done?
Speaker 3: Yes, they have gotten it done.

Speaker 2: Why have't you gotten it done all these days? You have any problems because you come here from a different place.
Speaker 3: Yes, we had to run around to get the documents so that's why it got delayed.

INTERVIEWER: Do you have a ration card?
Speaker: No we don't have it. I have to get it done.

INTERVIEWER: Do you think it if you have this you can get it done easily?
Speaker 3: Yes.

INTERVIEWER: Do you have gas at home?
Speaker 3: No, we don't have gas.

Speaker 2: Do you use firewood and Kerosene for cooking?
Speaker 3: Yes.

Speaker 2: Do you have a government school in your village?
Speaker 4: Yes.

Speaker 2: Why haven't your parents come?
Speaker 4: My mother goes to work.

Speaker 2: Has she gone to work?
Speaker 3: They work here itself.

Speaker 2: Hold your application they want to take a photo.

Speaker 2: They come at around 10 am. I verify all applications and documents. We take only the address proof and ID proof. The PDO (Panchayat Development Officer) here is Nagegowda. He is one of the verifiers.

INTERVIEWER: So he comes and checks everyday?
Speaker 2: Yes.

INTERVIEWER: So, does this room belong to the panchayat?
Speaker 2: Yes, it belongs to the panchayat.
