The Afghan Communist party, the PDPA, has the odd distinction of enacting one of the only land redistribution projects where the peasant-beneficiaries actually gave the land back to their landlord-exploiters. One could spend hours, if not days, parsing out the reasons why this land reform failed, but our concern at the moment is with the visual record.
The newsreels produced by the Khalq faction of the PDPA, in power during the land reform of 1977-78, are meant to function as propaganda for the great good being brought to the people of rural Afghanistan.

The land belongs to the person who works on it. This progressive, scientific and humane slogan would shake the owners of force and oppression during dark eras. Now during our people's revolution we can see with our bare eyes that this progressive slogan is becoming practical. Lots of our land and our farmers, the ones who were under exploitation of Khans (rich people) and heads of villages who were possessors of their lands for thousands of years, are now reaching their former expectations. Now they are getting the property ownership documents of those lands that they work on.
This is the scene of that large march in Laghman Province which was performed on the occasion of the 8th issue of chain breaking decree of the Revolutionary Council and distribution of land.
In this huge gathering, that happened on 22nd Dalwa (11 February) in Weshwarzna area of Laghman Province, Secretary of Provincial Committee and Governor of Laghman delivered revolutionary sensational speeches in presence of farmers, members of Provincial Committee, the youth and members of Women's People's Party, heads of departments, students of colleges and members of land reforms operation groups.

After that the Assistant of the Provincial Committee of Laghman Province and the Chief Revenue Officer delivered his speech on the importance and goodness of the 8th issue decree of Revolutionary Council of Democratic Republic of Afghanistan.
... no one would take their children into school, no one would give his daughter in marriage with their son saying that they were not in equal status with us. No one would marry their daughters as they were not equal to them.
After that Governor of Laghman distributed the proper documents of property possession to the eligible people which were signed by the great leader of people of Afghanistan, Chairman of Revolutionary Council and the Prime Minister, Noor Mohammad Taraki. In this society 318 acres of land was distributed among 350 eligible families.
The footage of the land redistribution ceremonies, however, betrays the currents of doubt and embarrassment that ran through those exercises, as the camera lights on stoic or skeptical spectators and tracks through the dancing of half-hearted Atans (the Pashtun dance adopted during the monarchy as a national sign of celebration).
Long life Noor Mohammad Taraki
