Summary: This clip starts where gma006 ended. Continuation of proceedings of the "Relief and Rehabilitation" meeting organised by SPRAT (Society for the Promotion of Rational Thinking) at Gujarat Chamber of Commerce and Industry. NGOs and one police officer (Keshav Kumar) interact. Keshav Kumar was specially appointed by the Police Commissioner to deal with riot cases. Amar Jyoti requests people to register proper FIRs and complaints. Audience members respond and give examples of problems faced by victims, social as well as with legal procedures. Jowhar of SPRAT reinforces the agenda as relief and rehabilitation, and not criminal justice. Ila Pathak's of Ahmedabad Women's Action Group talks about witnesses turning hostile. Jowhar talks about pragmatic stands. Haren Pandya mentions the situation in Salatnagar. Amar Jyoti asks for weekly meetings and for people to bring in proper complaints. Stalin speaks about the history of mistrusting the police and the need to look again at trying to trust a few of the police officers as the only way forward to reclaiming the institution. People from different localities mention incidents in their areas and their current situation. Jowhar concludes by asking for different kinds of solutions. Meeting gets over, people gather around Jowhar, Keshav Kumar and Stalin. Last five minutes are visuals- road shots and qutb-e-alam dargah camp shots.

jowhar- i would love to ask my muslims friends if u were in gujarat police- ips officer how much of actions an individual can take , it's the whole system which has gone wrong- in such a situation u cannot take idealistic solutions- see what stand illa ben took at the podium & now what stand she has taken- chunni bhai said gandhji would have forgiven these murderers jesus would have done it but not a common man can do that- do u all expects that who so ever was accused from 27th feb will be punished?- just noe stalin also told that in th history of communal violence no conviction have been proved- in this keshav is saying if u people can sustain the witness & follow the procedure there will be conviction more than 5000- there are different types of conviction(from looting to killing to not giving witness.....) theoretically but as ill ben told can they go back to their places - hunger poverty & destiuteness helps u to learn to comprise with jhulm- so let us concentrate on serious crimes & less be pragmatic about less serious crimes

keshav- i took charge of sector 1 on the 9th of last month, from 12-13th we had this first meeting at vejalpur- in which not more than ten ppl had come, 2nd meeting around 25-30 ppl were there & in the third meeting i couldn't assess bec i was not present but about 100 ppls had come- so if u go by day 1 u will see atleast a meaningful dialogue has started & with the new comissoner coming i think it will further go on the line

jowhar- (sound is clear)- i have heard lots of complaint against even muslim officers also, lot of muslims friend have also complaint against muslim friends- it is not just the individual, it is the system that has to be changed, in gujarat before this riots also ngos working with womans & dalit also always had this agenda of how to sensitise police-police as a system, banking as a system, i myself worked as a banker but never got the satisfaction that whether we really are working for the cause of poor people- big big inusrialists used to get crores of rupees as loan- but poor peoples loan application of 5000 used to go through lot of processing- so we all have lot of defects- & in all these mistakes one more has added- communalism- and when communalism came up all the issues took the back seat- we just have to differentiate betwn this that is it bec of hindu vs muslim thing or there is fault in the system- both the systemic ill & communalism ill have got mixed up so let us attack communalism & let us not attack system & call them communalists- pls cooperate with us & ngo oterwise what will happen is what ever little work we are trying to do that wont be also possible- today amar jyoti or stalin can go & talk at commissoners office is all bec they behave properly otherwise they wont get entry also- if u guys wants this to happen, we can do it, will gives slogan & then we wont be able to talk also- i think we all have the same goal -to acheive justice, to rehab ppl for that we shld behave

shakeel- i am right now staying in vatwa, there instances of violence have occurred a lot but right now specific rehab- ppl there are mostly working in farming(small farmers) & they live in some other vill -their crops have gone wasted- just now i sent a note also through somebody that still survey has not also done & when we followed for compensation, we encountered certain problems also- some govt authorities were not cooperating- i want that some ngo shld come forward & coperate in the matter- they shld intervene in the matter bec we cant physically bring those farmland into our vill- it would be better that some kind of coordination should happen betwn both the communities- vills name: petla- me & rizwana work in group in vatwa- that is near anand- a sense of coordination betwn the two community & ngos shld come forward to it

one male 30+ wearing light blue striped kurtaa from lunavada taluka- khanpur taluka is near our lunavada taluka.- 20kms from khanpur taluka there is a vill called pandarvada- in that vill 28 ppls were killed & all the houses are razed to ground- atleast 100 families were living there now all in lunavada camp- now the issue of rehab of these ppl back to their vill has come up- when we went there we saw all the houses were razed to ground- and the govt aid for this purpose is so small its 5000-2000- when we went there we saw & felt to remove the debris itself this aid will be exhausted(but sound is not there its all guess work)

jowhar- when historical incident happens then textbook solutions doesn't works, that also needs historical solutions- unconventional crimes have happened we need unconvetional approach- this is what i want to say for godsake don't think that we have become so cruel that we will forgive a crime as murder- law gives u the right that even if someone throws a stone at your door & goes away then also he is a criminal & should be punished- but today the situation has become so bad that one cant even go to register his crime- if i can try to reach my muslim community ppl then i would say- dont lose hope continue with the stuggle but with patience & perseverance- bec u cant do anything without institutions- what are the institutions- police, courts, civic socities, ngos- think for a second what if thes ngos were not there then how for u would have with your grievances, think for a moment what would have happened if the police would have behaved the same way as it was on 28th of feb- for us one single police constable would have turned out to be gods messenger on 28th feb on 28th feb conditions were so bad that even if a single constables would have come told us that no body will throw the stone- he would have become gods messenger- we cannot forget the fact that conditions were so bad it will improve but it will take some time- i think we must close the meeting now- we have paid the rent of this hall only upto 4o'clock- we cannot work for honesty through dishonest means
