They are holding a demonstration on December 10 2001 (international human rights day), to express their opposition to POTO (Prevention of Terrorism Ordinance) which was to be implemented in India as an answer to the terrorist attack on America on 9/11. the activists are holding placards and one of them who is handling the loud-speaker, shouts out a slogan, while the others repeat it.

Angela: Friends... Friends...Today, here, we people, people from various organizations, students, laborers, intellectuals, have gotten together here, as you can see, to oppose POTO. Friends, we want to know what exactly is this POTO.
What the government is trying to claim, how much of it is the truth.
Friends, we know that TADA ( Terrorist and Disruptive Activities (prevention) Act) , a law that was passed in 1987, created a huge chaos!
Under TADA, 80,000 people were put in jail.
But in these 80,000, which people were there?
We know that majority of them were innocent and the guilty were only a handful!
Friends, then, due to people's agitated out-cry, TADA had to be pulled back.
Today to restrain people's agitation, a similar new black law is being enforced, and it is called POTO.
'POTO is an anti-terrorist law' by saying this, the government is trying to crush our out-cry.
What had happened under TADA?
The students who were opposing the rising prices of milk were arrested.
The workers who demanded their rights they were attacked and put in jail.
Friends, the slogan ' Terrorism is just an excuse' that we were saying earlier, (is true as)its attack, its 'hamla' (attack) will be on common citizens like us!
This law POTO, is such a black law, that in court the statements you make, in front of the police,only during torture, the statements you make will be taken as the truth.
Friends, if the police merely have a doubt that you are associated with any terrorist organization, then you will have to rot in jail for 10-14 years.
Who is a terrorist? This, not you and me, but the government will decide!
Whoever raises a voice against the government will be denoted a terrorist!
And we can see this in an example. In Delhi, against war, some students and some intellectuals were just distributing (printed) sheets when they were arrested and the law was imposed on them calling them 'desh-drohi', (country's enemies/traitor)
So today's definition of a traitor of the country is one who raises a voice against the government's rules.
Friends, we should oppose this, as this black law, come tomorrow, will target us.
That is why we have come on the streets, built up pressure on our government... we have to build up a pressure on the State and Central government and demand to take this black law back from the Parliament. And for this demand you people should lend us your support. And with this we come to and end....
